The ILO is looking for experienced economist (consultancy role) to strengthen capacity of the National Confederation of Employers of Moldova (CNPM) in the area of economic analysis, wage and income policy. Appropriate person would have university degree in economics, finance or related fields, minimum of 2 years working experience and be fluent in English and Romanian
Background
The primary goal of the International Labour Organization (ILO) is to promote opportunities for women and men to obtain decent and productive work in conditions of freedom, equity, security and human dignity. Its main aims are to promote rights at work, encourage decent employment opportunities, enhance social protection and strengthen social dialogue. The ILO works in close partnership with Governments, trade unions and employers’ organizations in order to ensure that economic growth and competitiveness are also socially sustainable and inclusive, responding to the most important aspirations of women and men: a fair income, security at the workplace and social protection for themselves and their families, better prospects for development and social integration, freedom to express their concerns, including to collectively organize and participate in the decisions that affect their lives, and equality of opportunity and treatment for all women and men.Adequate earnings and productive work are key aspects of decent work and social justice. Wages make up a significant proportion of household income and are thus crucial to poverty reduction. Moldova has established a legal and institutional framework to promote adequate income and productive work. The ILO and The National Confederation of Employers of the Republic of Moldova (CNPM) have been partner organizations since CNPMs establishment and have worked successfully on a variety of projects throughout that time.The National Confederation of Employers of the Republic of Moldova (CNPM) http://www.cnpm.md/ is the most representative Employers’ Organisation that is legally empowered to promote and defend the legitimate interests of its members in relationships with public authorities, trade unions and other legal entities. The CNPM was established on 27 February, 1996 by five founding members and at present includes 30 members among which 14 employers’ federations and employers’ associations and 16 large enterprises. It is estimated that the CNPM represents 5000 enterprises that employ more than 450,000 employees.CNPM is a member of the International Employers’ Organisation (IOE) and recognised by the International Labour Organisation as representative social partner in Moldova. As a social partner, the CNPM participates in a tripartite social dialogue at the national level. More specifically, it negotiates collective labour agreements at national level, examines and approves draft laws and regulations on economic and social issues, expresses its views and proposals based on which the Parliament and the Government are to make decisions in order to foster business development.The objective of the consultancy is to strengthen capacity of CNPM when it comes to economic analysis linked to preparing a position on a minimum wage in Moldova including economic analysis (economic outlook, capacity to pay and living standards) relating to collective bargaining at all levels (as required). In addition, the expert will analyse and monitor the implementation of legislation and normative acts in the economic and fiscal fields and assist CNPM in developing a position relating to economic and fiscal policy. Initial consultancy assignment will last for 6 months. Upon the evaluation of results and impact, consultancy assignment might be extended for additional 6 months.
Tasks and Responsibilities Under the overall guidance of the Senior Specialist for Employers’ Activities , ILO Decent Work Team, Budapest office and in close collaboration with senior management team of CNPM, the expert will more specifically be expected to provide following :
- Provide economic analysis and expertise to CNPM relating to consultation of the guaranteed minimum wage in the private sector;Provide relevant research, analysis and support to CNPM members in the negotiation of collective agreements at national, sector and company level;Advise (as an economic expert) CNPM representatives participating in the National Commission for Consultation and Collective Bargaining and other platforms to which CNPM is a party;Provide expertise on the draft laws in the economic and fiscal field, submitted for consultation to CNPM;Support the activities of the economic and fiscal committee within CNPM;Establish quarterly economic bulleting that would track, analyze and interpret economic data; including employment and unemployment rate, other labour force data, competitiveness, productivity, taxation, fiscal and parafiscal burdens, inflation, public debt trend etc;Monitor and measure economic and financial indicators captured in national and international reports such as WB Doing Business Report, WEF Global Competitiveness Report, ILO WESO and Global Wage report etc. and benchmark against CNPM’s strategic policy framework;Identify and/or develop analytical tools for the CNPM and advise CNPM team members on how to improve analytical techniques;Develop relevant research studies, analytical notes and position papers;Develop evidence based recommendations for the relevant public authorities;Present and participate in public debates on research findings.
Qualifications
- University degree in economics, finance or related fields. A postgraduate degree in the aforementioned fields would be an advantage;Experience in data analysis (econometrics), at least 2 years of work carried out independently or in a team;Previous experience in conducting research on aspects relevant to this call;Familiarity with policy advicePrevious experience in applying and/or developing analytical tools and advising on analytical technics; Previous work experience within research organizations would be an advantage.
