Fiscal legislation, low-skilled labour force and corruption represent the constrains for the development of business environment

Members of the National Confederation consider that the organization that represents them is a unique platform for advocacy for representation of the position of the employers community. NCEM represents the employers within the social dialogue; delegates representatives for work group (for ex. work group “Ghilotina”) and can express the position of employers in the process of revision of draft laws, regulations, etc.

Confederations members states that the mandate that NCEM holds in negotiating collective agreements at the national level, in reflecting members’ position in the process of revision of draft normative documents with social and economic impact on enterprises, can make the organization very attractive for the business associations and enterprises from Moldova.

80% of the member organizations of the Confederation have joined the organization to participate, to influence and support the advocacy efforts of the organization and to create a better business environment in Moldova. Others have become members to benefit of services and support offered by the NCEM, as well as to get valuable information in the field of legislation, wage negotiations, etc.

The members consider the following issues have to be a priority for the advocacy of NCEM:

Ø  Fiscal legislation and tax/parafiscal burden on businesses

Ø  Efficiency of the judiciary system

Ø  Fighting corruption and eliminating this scourge

Ø  Rigorous provisions in labour law

Ø  Low-skilled labour force

At the same time, members of the Confederation point out that from a macroeconomic perspective companies can be more productive and efficient for countrys economy, when operating in an environment free of corruption and pressures. According to them the fiscal legislation, low-skilled labour force, corruption and inefficient judiciary system represent the current constraints for the development of Moldovan business environment.

Members express their will on pressures exerted by NCEM on Government regarding creation of a favourable environment to develop businesses, thus generating a grow of the enterprises and as a result of the national economy.

These conclusions came up within a study made for the NCEM with the support of the International Labour Organization. The study was realised with a direct participation of 87% of Conferedations members.
