National Confederation of Employers of the Republic of Moldova (NCEM) in collaboration with the Pan European Regional Council (PERC) of the International Confederation of Employers (ITUC) and the Friedrich-Ebert-Stiftung Foundation has organized in the beginning of April a workshop with social partners and international experts to discuss the peculiarities of pension system reform and how through combating the informal economy the system of social protection can be improved.
Vladislad Caminschi, the executive director of the National Confederation of Employers of the Republic of Moldova, president of the work group for reducing the unofficial employment and the phenomenon of “salaries in envelopes” within the Economic Council under the Prime Minister, Pavel Filip, has informed that he works on an action plan that would contribute to fight against informal economy and assured that these practices will be applied starting with August 2017.
“Those who pay “salaries in envelopes” are making savings on resources. As a result, the obtained product or the service is cheaper. And here comes the unfair competition. We are against these practices. All the economic agents have to work under the legal conditions. We believe that combating the shadow economy will allow the increase of the prices and the investment climate in our country. Investors do not come in places where the laws are not respected. This is why we assumed the leader role to fight against informal economy”, said Vladislav Caminschi.
